How can a harbour area, that has been inaccessible for the public for decades, be opened up? And how can the neighbourhood of Kalamaja regain its historical link with the sea?
The context analysis gave a clear division of the project area into two parts, deriving from the existing topography. The eastern part with the sea fort/prison and the western with its voidness. It was important to preserve the specific characters of each part, at the same time creating a whole, the public space being the connector.

Another aim was to provide different ways of arriving to the sea. To fill the void left by the demolished industrial buildings, but preserving the openness inbetween the new building volumes. Their placement is creating spacial variation with receptive spaces along the costal road, working as a filter before arriving to the open harbour surfaces where heaven and sea meet.
